No, I don't think the vast majority of dogs need muzzling. I would leave it up to the discretion of the owner. The notion that "dogs that can kill should be leashed and muzzled" is just dumb. ALL dogs should be leashed outside of off-leash areas, and almost no dogs need muzzling.
This is really primarily a thing with certain breeds. That’s why there should be breed bans. Do you agree?
