I think what you perceive as “glossing over” is simply the reality of the statehood vs. lack of statehood question. It will always be far easier to focus on the human rights abuses of a nation with a sovereign government than it will be to focus on (and do anything about) the human rights abuses of a militia. For better or worse, the former is held to a much higher standard of conduct.
