Most fraternization policies are pretty narrow, typically about bosses and subordinates etc. Plenty of people meet and date at work. It's morally problematic if these people are married to others but that's not the officer's problem.

There is definitely. Plus, there is a high probability that one of them is using their position to force the other into this sexual relationship.

I hate how disposable marriages have become in our society, and how many people are just willing to look the other way.

Would you just look the other way in a car crash, robbery, rape? Because affairs are seriously abusive and destructive to a marriage and family.

For my own curiosity, I'd want to know what would happen if the affair happens and one of the betrayed spouses complains to HR. Would they be compelled to investigate? Would any rules have been broken? Would anyone be reassigned or fired? If the answer to those questions is no, then I wouldn't worry about it.
