I would also look at CUNY and SUNY colleges. Some have high admissions rate, are decent schools, and still a reasonable price for OOS students.

OP, have him do his OWN research on a site like collegefactual.com or niche.com where he has to make a profile with his GPA. Chancing schools and seeing costs were a much needed reality check for my junior 2 years ago. Fast-forward, busted his ass and upped GPA enough to get into 3 of 11 viable options.
College is a really vague concept even for kids who think they want to get a degree.
Let him figure out some of it himself.
I would also recommend collegevine.com. FWIW, 100% accurate with son's acceptance chances last year. Others have had mixed results.

WVU is a good option for DMV kids with this profile. I would also look at VCU (they have a summer bridge program for kids that meet certain criteria).

Temple is not that easy to get into.
Agreed. The business school is competitive. Plus, it's public so they prefer PA students. The application is easy, but it's not a "safety" per se.

Any interest in Maritime colleges ?
My 2023 kid that is going to a top 40 college with a 33 ACT was outright rejected from Clemson. There is zero chance for this kid to get into Clemson.
Have to wonder this was a case of yield protection as an ACT score of 33 is high for Clemson and within the past few years Clemson drove down its acceptance rate from 62% to 49%.
Neighbor with a weighted 3.9 was rejected (not waitlisted) at Clemson. I think it’s an instate vs OOS thing.

Pitt middle 50% GPA is 3.9-4.4.
Someone with a below 3.0 will be sent straight to a branch campus.

Another option is community colleges in Florida that are located right near and are feeders to their state universities. So there is one near Florida State called Tallahassee Community College. There is one near UCF called Valencia. The students can participate in many of the activities of the state university (get sporting tickets, etc.). There are student apts. or dorms they can live in at many of them. They work very closely with the university to make transfers seamless. And even out of state, they are reasonable. Valencia, for example, is less than $400 per credit hour.

OP, We are in an almost identical situation however my daughter would prefer to be in the Carolinas or possibly Georgia (she said FL is too far). Not necessarily big city, just warmer. While not meeting all her criteria, we have our eyes on but still need to visit:
