OP here. For reference, my child is a girl, with higher scores, and from the same CES, and did not get in. She's Asian, though. I don't know if MCPS takes gender and race into consideration. I hope not.

Gender is used. The selection process is race blind and doing that would be highly illegal.
+1 Also, this year was a lottery. It absolutely sucks, but a kid with a 270 not getting in this year is just bad luck, not evidence of any nefarious actions on the part of MCPS.
Just to be clear, MCPS can certainly influence the racial makeup of the pool from which the lottery is conducted. So while selection is not race blind, race is potentially an indirect factor in determining eligibility.
In past years for CES for example, they used factors such as home school cohorts, where if the home school has a high number of eligible students none would go because they were considered to have an adequate cohort for advanced instruction at the home school.
It is highly likely that this year they could use cutoffs or separate pools based on home schools to ensure that all feeder schools are represented.
