I think you are confusing performing arts and museums
Both are closed and not able to put on programs, sell items at gift shops, accept donations from visitors, and employ a lot of people who would normally be working there.

None of your three bullets addresses the badly hit service and travel/leisure sectors that you cite in your last sentence. Why not prioritize income protection and enhanced unemployment for employees and business owners in those sectors. This $1.9T bill comes across as using the plight of those industries as the cover to justify massive spending on other things. $170B for schools - seems like my kids teachers still have a job and I really question whether $170B on top of the $54B in the December COVID Relief bill is needed to open schools.
