I think you are confusing performing arts and museums

Both are closed and not able to put on programs, sell items at gift shops, accept donations from visitors, and employ a lot of people who would normally be working there.

But why not open museums at limited capacity?! I don’t get it!

I'm a single parent of 2, head of household filer making $136k per year. Do I get a stimulus check this time around? I didn't receive this last round of $600.

None of your three bullets addresses the badly hit service and travel/leisure sectors that you cite in your last sentence. Why not prioritize income protection and enhanced unemployment for employees and business owners in those sectors. This $1.9T bill comes across as using the plight of those industries as the cover to justify massive spending on other things. $170B for schools - seems like my kids teachers still have a job and I really question whether $170B on top of the $54B in the December COVID Relief bill is needed to open schools.

Uh, it absolutely is. Kids won't be back in school unless they can go back SAFELY. That means investing in PPE, COVID testing at schools, enhanced ventilation systems, retro-fitting classrooms ASAP (do you realize how many schools have no windows that open to let in fresh air???), converting common spaces into classrooms due to limitations on class size, etc. On top of this, schools will likely become the central place to provide vaccines to kids once its safe.

There's so much that needs to happen in order for schools to open SAFELY. I feel that a lot of parents are way too focused on the "open schools" part but not enough on the "safely" qualifier. You need to have both, otherwise we will drug-resistant mutations and more shutdowns.
