As other posters have pointed out, your map doesn't have to be all green for it to be accepted. Some yellow will go through. That may solve the problem, unless you are being disingenuous about "would love to" keep those high-FARMS units at W-L.

My point is that the IB program has evolved into a boutique offering. Neither W-L nor Yorktown need anything other than high test scores provided by their local demographics to make their schools appealing and high-performing. The people who want to take advantage of IB should be the ones to make sacrifices for it (ie apply and travel) rather than displacing neighborhood kids or overcrowding the school.
