Does the government have the right to detain a green card holder without a warrant? And then hold him without any charges? If so, for how long?

Does the same apply to US citizens (detain without a warrant and without charges) ? If so, under what circumstances and for how long?

Are there any differences in the rights of a US born citizen vs a US naturalized citizen? I thought the only thing a naturalized citizen could not do was be president. Any other differences?
