Sometimes the legal process ends with a removal order. Not all asylum claims are valid. Everyone who enters and didn't just successfully hide upon arrival has a record of entry.

Eh, there is literally no way a trump administration would get this sort of national ID and enforcement system in place during his term, no matter how much they talk. They’ll go for low hanging fruit to deport-tons of migrants, asylum seekers, etc. are traceable already, no need to stop randos asking for “papers.” But yeah, if you can’t produce an ID at all, that’s kind of a problem. People leaving their ID at home is not the same thing as not having one to begin with.
Once someone is hauled off, whether they are "legal" or not is irrelevant.
