Biden has defended the number as necessary to undo what he considers “bad policy” inherited from Trump, especially on immigration.

There hasn't been any compelling candidate presented to pass the torch to. If some faction of Democrats wants someone else they need to make their case by presenting their alternative.
The obvious alternative is Harris.
And, that is why he is staying in. If he had any faith in Harris to win, he would not have declared to begin with.
