No one will do similar quality counts on Ukraine, because they don't want to get blown up. That leaves us using lesser sources. Shoigu for instance claims 66,000 Ukrainians, which is probably on the high side. A solider with the 47th posted they were suffering 13 KIA a day, which puts them at over 1,100 for the duration of the offensive. That's just one brigade. If those numbers scale to other Ukrainian brigades, then Shoigu's number is actually on the low side.
So we get 66,000/1,500 or roughly 44-1, well above the 10-1. If you have a better source for UA loses, feel free to plug it in instead. The English language media generally views UA loses as taboo, so its hard to find good sources.
Shoigu also claims that every Ukrainian missile and drone is intercepted. Then pictures come out showing that he really meant intercepted by ship hulls.
