People in MN are skeptical that Abbot won't try to somehow prevent extradition, but the Constitution is very clear on the duty of one state to honor an extradition request for a felony from another state, and a 1987 unanimous SCOTUS decision (including Scalia) agreed that the federal courts can enforce this, because there is zero discretion under the Constitution. Even the 5th circuit will understand that.
