DP. BOTH were paid for. US DoD paid for a bunch of terminals and service for Ukraine, and many volunteer groups also purchased terminals and service for Ukraine.

And weirdo, dishonest Elon also ran around pretending he gave them for free and that Ukraine was being a bunch of ungrateful a-holes when he cut off service to them, also claimed he wasn't making any money off of the terminals in Ukraine, all of which was completely false.

Musk and starlink are way better than anything the US would have ever come up with.
First off; Russia tried repeatedly to jam them; succeeded for a few hours and they (spaceX ) sent up a patch. It would have taken DISA months to approve any updates by usaf or whomever owned the asset. Think of this - it is spaceX versus Russia. The F-16s being sent Ukraine are from old model (As and Bs) Dutch, Norwegian, Belgian, and Danish stocks. Yes they’ve already been mothballed and heavily canabalized for spares though so maybe your on to something given what it’ll take to bring the aircraft to a flying state.
