Newsom's parents divorced and his mother raised Gavin and his sister as a single mother working as a waitress and secretary. How was she a millionaire. Newsom's father had the money as an appellate judge. Newsom has spoken about how he lived in two different worlds going back and forth between his parents home. He attended university on partial scholarship.
He attended Santa Clara University in the Bay Area and got in through nepotism. Newsom likes to say he got into college through baseball and played first base but people who were actually on the team said he never played. He showed up for tryouts for the junior varsity team but never played in a game. He doesn't appear in any official team roster. The alleged scholarship was for $500 but no one has ever seen official documents of that.

This is typical Newsom exaggerating facts for his benefit and being sly and cagey about it, then when called on it says it isn't his duty to correct the record.
