SEX ASSAULT of CHILDREN.
I would not be surprised if the “unwanted” language reflects the wording of the applicable criminal law, and the press is using that wording

I'm wondering if the way the victim's mom handled it was a result of her being foreign, it being a cultural thing in their country (ex: not believing a child's word over an adult's word), or a combination of both.

I did not know this about the victim, but I did wonder if they were foreigners who did not have the same background knowledge of child abuse prevention that the American middle class is constantly talking about. I am French. In France recently, there have been massive cases of child abuse that have been prosecuted, or have come to light. The cases date from decades ago, but it's only now that victims dared to speak up. There is still relatively little training about what to look for if you're the average parent - it's still all hush-hush and taboo. The US is very much at the forefront of talking about abuse in all its forms compared to the rest of the world.
