The vast majority of federal employees who have been laid off are still receiving paychecks. For now. Congress will decide whether they return to work or are totally let go. Once they get around to it. In the meantime, they are getting paid to stay home and do nothing.
While this is true, it doesn’t account for federal spending going up ever since Trump was inaugurated.

Trump has pushed China, Korea and Japan to sign a trade deal that excludes the US.
Combined with that is happening in Europe and the US economy will be screwed for a generation.
