If there’s resistance to jailing more juvenile criminals why can’t they be put on hard labor work crews for a year or so? Look at the trash dumps and graffiti in Rock Creek Park and elsewhere in DC, the garbage in the Anackstia River, etc. There’s plenty to be done and a way for juvenile criminals to pay back a little bit. If they don’t show up every day to work or don’t comply with the rules then a cell awaits.

We have a Guantanamo at Guantanamo, and it's almost empty and run by the federal government. It would be a good place for these criminal thugs to break rocks for 5 years.
