UVA gets most of its applicants from OOS and, while the admit rate is low at about 19%, the yield rate is pretty low as well. This is because UVA OOS costs are pretty much in line with private schools and it may well be offering aid packages with more loans vs grant aid vs. those privates. Tufts has an acceptance rate of only 14%. Its other stats are also quite strong. You are underestimating how well regarded it is in certain circles, particularly in the NE. Most of the cross admits to these schools are going to be OOS applicants.
BTW, I wouldn't argue choosing Tufts over UVA if you have in-state tuition.

When were you there last? I haven’t been back since the early 1990s, but I thought the neighborhoods around the campus were gorgeous when I was there. Has the area around the campus actually gone to heck, or are bashers just bashing?
I think the bashers have never been there. My niece is at WashU, and we have family in U City. I've been there three times in the last two years. You have to go back if you have not been there since the '90s! You will not believe what the Loop has turned into. It's all really cool restaurants, bars, shops, and concert places now. There is not much hint of anything gritty left, but it is still interesting and fun. Forest Park and all the amazing architecture in the surrounding homes haven't changed.
Or perhaps have been to a bad part and assume all of it is bad. If you've been to bad parts of Philly and make the same assumption, you'd never go to Penn. If you've been to bad parts of Baltimore and make the same assumption, you'd never go to Hopkins. Ditto Houston and Rice and many other places. WashU is one of the nicest campuses out there.
