Those 3000 page bills come Congress, not agencies. Congress is the elected body that passes legislation in the United States. You should watch that Schoolhouse Rock video about how a bill becomes a law.

As some have commented, the shutdown has affected gov contractors already. Contracts are on stop work.

Most companies cannot pay employees during the stop work and this will be furloughed our outright let go.

This shutdown will have big consequences on the economy moving forward not just in the DC area, but all over the country.

An example of how this is a waste of money.

I was on an assignment from the Federal Government as a contractor. The deliverable was due this week, but alas, I couldn't deliver it. So now, when the Government is opened, one would think I would be able to simply submit it then? Nope. Contract has to be rebid and re-procured, and assuming the team I was on wins again we start from scratch.

Multiply that by at least 5000 other similar contracts and you see why a shutdown can be more expensive than not.

Another ship that sailed the day the constitution was written. The framers of the Constitution may have claimed some pie in the sky ideal, but many of them remained active in politics for the rest of their lives.
