No, Trump could issue pre-emptive pardons. If anyone accepts, though, it is an admission of guilt. If there are state charges, as well as federal charges, then a pardon isn't helpful.

To rephrase, the HUGE bombshell is they're going to bankrupt the guy in lawyer fees who ran* Trump's campaign for a month.
*I've always heard Bannon de facto led the campaign from the beginning.
