DP- many poop bag holders have a clip where you hang the bag. It can sometimes slip off with out you knowing. Happened to me before and I had to walk back to find it. No one wants to be Nextdoor shamed 🤣. Mistakes can happen. No one is tossing them on purpose unless they are whacked.
