You can’t choose your citizenship until you are 18. She had dual citizenships when she was in high school and that’s totally fine for her to apply us citizen scholarship! Duh!
China doesn’t recognize dual citizenship. You can resign your US citizenship before 18, but there is a process to reverse that shortly after 18 in case it was parental pressure.
