No, some people are being charged. And it’s bad. A friend got out of network bills but he was not allowed to travel back while he was ill because he could not get on public transportation and was too ill to drive himself.
That is horrible about your friend. No matter what the illness, that type of situation (involuntarily going OON due to severity of illness) should be an exception for out of network charges.
