12 year olds babysit, walk dogs, mow lawns, etc. I think.they can handle hanging out for a couple hours.

From Hershey to Philadelphia and back--that journey alone would be "a few hours"--even if they didn't spend a single minute in the museum!

OP here. I did not map everything out but I was thinking one night Hershey and then moving hotels to Philadelphia.

I asked DH and he thinks it would be easier for me to just take the little one and leave the two older kids at home. I could do Sesame Place and/or Dutch Wonderland and the Please Touch Museum. My older kids are too old for all these places. We can do Hershey Park some other time this summer or just skip if our schedule doesn't allow. I don't want to go to Hershey on a weekend.

OP I think you should just ask the hotel staff if it's ok. It's their property.
If it's perfectly fine and acceptable, you shouldn't have any problem letting the hotel staff know that you are doing it.

How responsible is your 12 year old? That is the question. I know some that are totally fine, understand fire safety, understand not to answer the door and to deadbolt it, etc. and others that are...not so savvy.

I'm not the PP quoted here, but Pennsylvania does not have a legal age minimum to be left alone. That being said, if anything bad happens, the parent will still be held criminally responsible.

We've left our 10 year old son and his best friend, a girl his age alone together in a hotel room for a few hours many times (our families vacation together every year), usually just when we go for a drink at the bar in the evening with her parents. We leave a do not disturb sign on the door, we leave a phone there so we can check in with them and we remind them they need to be be quiet so they don't disturb other guests. They usually just watch a movie together on my son's tablet before we get back. There's never been any problems, so I'm fine with it.
