Yours may not be, but traditionally (like 75 years ago), Sally was a nickname for Sarah.

They can be nicknames but they are not always. I know a Sally who is just Sally and a Penny who is just Penny!
Nancy was historically a nickname for Anne. But hardly anyone thinks of it as a nickname anymore.
