Next year it will be down another 28%. Didn’t help that they gave RA more power.

Funny, I literally just figured this out yesterday -- I think. Aunt Becky was the character played by Lori Loughlin on Full House. She went to jail in the college admissions scandal last year.... Thinking that's what they reference is?
It’s meant to suggest that there are parents out there that will use influence to obtain prestigious positions for their children even if they lack merit for it. It happens everyday in every aspect of life.
Becoming friends with the shot callers is the easiest method. Some call is networking…to each their own. Not my thing
