Why couldn't they find the teachers, and what does this say about your vision of a second ATS?
I think this is a comment on APS and the post-pandemic school year. Many have retired/quit. More than expected (throughout the district). Even without expansion, ATS will need another K teacher, 3rd and 5th because of previous year expansions. That excludes regular retirements and moves and of course, doesn't include pandemic staffing issues.
