Nope. Maryland doesn't want DC and DC has its own culture and identity; doesn't want to be part of Maryland.
Every state has urban/rural divide and even cities with different cultures. That’s part of being a state.

Your argument implies if DC was poor and contributed less than other states that it would not be worthy of statehood. Dollars to the Treasury should not be the basis for statehood.
