Also British funeral restrictions limit to 15 - not even sure if that includes the Queen's servants or not - she's always surrounded by dozens.
Even if they're nice and say that the 15 limit is just for the family mourners and the priest....that's 5 empty spots when you ignore Anne's absent husband and ALL of Prince Phillip's relatives who are direct descendants of the union between him & Elizabeth.
Bottom line - its a tight list.
Anne's absent husband? He's not absent at all, he goes to all of the family events. He's just not a working royal.
I've never heard of a royal couple where half of the couple doesn't work at all...but you're right - he was there at Princess Eugenie's wedding by Anne's side.

There's no way Camilla, Kate, and Sophie won't be there.
That's what I think too. But if they add them in and Harry/Zara/Eugenie - its a perfect 15. But I don't think you can fairly ask Beatrice, Eugenie, Zara, and Harry to then attend without their spouses. Especially Eugenie and Zara who just gave birth.

Phillip is the last remaining reigning royal of the Greek line. (Aside from the former Queen of Spain) This would have been her time to shine in a funeral with royal pizazz. But she can't go because of the lockdown restrictions.
