Actually it's just lazy and rude on the part of APS. They should absolutely know who they are expecting to attend each day - and it's BS they can't tailor their list. Why should OP have to silence her phone, just because APS doesn't want to use a freaking filter. There are valid reasons - important reasons - to not silence your phone. There could be a family emergency. But APSs inability to figure out basic technology is certainly not one of them.
So instead of screaming into the void.....pick the numbers that get through do not disturb without the second call. Mine are my parents and when he’s out of town, my partner. The rest can hang up and call again for those few hours, or you know, leave a message
Answer yes to the questions every day. Eventually they will get sick of having to deal with positive answer and fix the problem
