Most likely they had parents and he is one of them. My understanding is that inter family abuse cases are very difficult to prosecute because of the complexities of children involved in a case against a parent. I suspect it’s not politics or money, but getting a family, with kids who may have different opinions on how to proceed, aligned to prosecute. This may have been the best deal the prosecutors thought they could get given the circumstances (whatever they are). We really have no idea what was going on behind the scenes, but I wouldn’t jump to conspiracy.
