Yes, the 32, 34, 36 etc. is band size. So the 32 woman is smaller than the 38 woman by about 6 inches around her ribcage. That's considerable.
The A or B or C cup is found by measuring around the breasts and comparing that number to the previous number. So, if your around the ribcage size is 32, but then you measure around the boobs and the number is 34, then you are a 32B. If you are 38 on the band, and 39 on the boobs, your are also an A cup. just a 38A. If you measure a 32 band and 35 boob, you are 32C. If you measure 38 band, and 41 boob, you are 38C
SO, I don't think 32 A boobs are actually bigger than 38C. They might LOOK different. More defined because there is less around them. But bigger? No.

Cup size is determined by the difference in inches between your underbust and the fullest part of your breasts. So a C is always larger than a B, which is always larger than an A.
Most women wear the incorrect bra size, but there is no way a woman wearing a correctly fitted bra with an A or B cup will have larger breasts than a woman wearing a C cup.

For example, a 34B bra and 36B bra will not only have different lengths, but the capacity of the cups will also differ. Once you understand that there are equivalent “sister sizes” to your own bra size, it can help you solve any bra fitting issues you may have.
