I honestly think Trump tweeted just "Four Seasons" originally (this was later deleted, but there is evidence of it), assuming he could just snap his finger and do it, because POTUS and because Trump.

However, it's Philly. They said no. So staff had to scramble. It really is like Spicer trying to prop up the deflating "covfefe."
