Think Alexandria is a bad benchmark for your purpose because I suspect they are stronger than a number of ECNL clubs.
If true, wouldn't it make Alexandria more appealing to ECNL than Arlington's B teams? The whole idea that ECNL will want B teams from Arlington is quite ridiculous.

The ECNL would not like that at all.
It's pretty standard actually. Many ex-DA, now MLS next clubs have their second teams in ECNL. And some of the ex-DA clubs which moved to ECNL now have both first and second teams in ECNL. Whether Arlington's red teams would be competitive is a different question - but it's certainly not uncommon.
