If it was a single lane road, Car B made an illegal pass. They either crossed the double yellow line, or if it was a one way road, there obviously wasn’t enough room for a car to pass.

Only if they hit the car behind them. They didn't -- they were hit by Car B.

I thought the person parking had right of way, at least in DC. That may be an urban myth, though.

It depends on how long you, er, I mean, “car A,” was taking to park. If you suck at parallel parking and were taking too long, you deserved it.
