First, who said “blacks are capped at 15%”? Support? What’s the criteria of the “cap”?
Second, since you ask for a percentage, why blacks should be 30-45% when black population is 13%?

I don’t think OP said that but if H can fill the class over and over with top students from every race, religion, ethnicity then 25% would be clear discrimination to everyone else.

I believe Harvard also has complained loudly that their black graduates don’t do as well. I guess H was expecting everyone to be awe struck by their sheepskin.
