Fairfax County Supervisor Herrity posted this tonight. I wonder if it applies to outdoor pools? It seems to me like it should, but will it?
Emergency Proposal to Enter Phase One
GOOD NEWS: On Thursday, The Board will consider an Emergency Ordinance proposal that would permit restaurants and exercise facilities to open outdoors pursuant to Phase One Guidelines. This proposal would allow outdoor dining and fitness and exercise activities at 50% of the permitted interior occupancy. More information to come soon.

I can understand why these places have to remained closed. You can't control how many people show up on a given day. I've been to that Special Harbor place and the line to get in was crazy. No way could you have social distancing while waiting in line or while in there without severely limiting capacity. And how would people know they are close to capacity before getting there? It would result in a ton of people trying to get there right when it opens. I've also been to one of the public pools closer to Arlington that has a big water slide (I forget the name) and it was similarly crowded.
For private clubs and HOA pools, there is a membership database. It's a lot easier to control who comes and when. I am hoping my pool sets something up where we have certain days/times we can sign up for in phase 1 and phase 2. We could bring our own chairs from home. But they may decide it's just too hard for the people who would be in charge of implementing it. I hope someone on my pool's board is representing the interests of those with young kids who would jump through a lot of hoops to be able to get to the pool even a little bit. I worry that if it's a bunch of older people they will say why bother and just keep it closed. The board is not soliciting input from us at this time.
I am on the board of my brother Virginia private pool, and rest assured board members have the same concerns and wishes that you do: We all want to be at the pool, but in a safe manner. We also need to justify the huge expense that has a pool membership fee.
All the pool management companies are recommending sign-up registration for members to come as you suggested above. This is complicated and will require your teen employees to regulate and enforce. I have huge sympathy for those lifeguards who will have members breathing down their necks all day about their registered alloyed time 🤨

Where are you located? In Virginia decks cannot be used during Phase 1. Pools can be used for lap swim.

Those are the phase 1 guidelines- although the 10 people does not include lifeguards. Its no furniture and only 10 people for lap swimming only, 1 swimmer per lane. I don't feel like searching for it right now- but you can find the guidance fairly easily on the governor's web page.
No, I don't think many will open under Phase 1 conditions- but I don't expect to be in Phase 1 for long. Gov said 2-4 weeks per phase.
