L&T is headed to liquidation, as soon as they open that is. If they're in bankruptcy then its a judge who gets to decide whats fair re their current lease at the site.
I think its deliciously ironic what with nature and all taking over the site. County ought to declare it a wildlife sanctuary and ED the whole thing as a park. But they dont really have to.....the reality of economics will ensure that for another 10 years now anyway.

The article quoted in 01/14/2020 17:56, about the original plan, says it would take more than 25 years to complete, even with Lord & Taylor and Bloomingdale's remaining. 2042 is 22 years from now. I'm not convinced that L&T has much to do with the lack of progress at the site.
