Sorry I know you already have your list but VCU gives merit aid and has engineering/CS. They're building a new engineering building and it seems that more and more kids from my DC's school are going there every year.

I will second UMBC. I work at NASA's G*ddard Space Flight Center and we have a lot of people that come to GSFC on contracts in programming, system administration, and various engineering specialties who came from UMBC. It is a great hidden gem and the graduates have a very good background to build on. I've hired several people with UMBC degrees over the years and have not been disappointed by them. Each of the ones that I've hired have been bright and hard workers who often started a little behind the financial curve and that's been fine with me.

PP again, go visit after you get in. If you have to.
By applying widely, have in mind 10 schools or so. Don't complain about application costs. Application costs are a drop in the bucket compared to what you will be paying in tuition.

OP, apply widely. Research rolling admissions - often in the midwest. Applications open in August. Get it in in August. You'll have an answer by October. Have a couple, and you have a choice of safeties.

NC State engineering has basically own campus very nice especially libraries. Football not in walking distance bad for freshman. Jobs well their career center isn’t awesome and internships are not available much either.
They do have 8 plus 8 at state and get a T shirt upon completion of 8 PE courses. Although there are a few professors from that part of the University that need to go.

Rolling Decision. My kid applied 9/1 and had an acceptance in hand 9/11. Once that’s done, there was no need to worry about other safeties.
Campus is surprisingly nice, as is Pittsburgh. My kid really liked it when they visited. People saying Olin, Cooper Union, RPI, Northeastern and CWRU for engineering with those stats out of the DMV have missed the boat. Those are probably low reaches.
