Pp is correct about the difference between a rate (or a proportion) and the frequency (or number). It has to do with what percentage of the population are poor. Since Virginia has over 8 million people and DC has less than a million people, it wouldn't be surprising if Virginia had a higher number or frequency of poor people. Nope, it's guns. Guns are the problem - not the only problem, but definitely the problem.
Then why isn't Northern VA's gun crime rate as high as DC's? If guns are the problem - as you said - then Northern VA should be far more violent than it is, given the huge numbers of guns there. But it's not. So clearly, more guns =/= more violent crime.
So what does? What's the difference between the place with far fewer guns and very high violent crime, and the other place with guns everywhere but comparatively little violent crime?
