Actually the writer of the letter has the copyright. I have a classmate who wrote a book about the murder of her best friend and wanted to use letters she received from her friend and could not because the family of the letter writer would not release the copyright on them.

I think Meghan thought she could have her cake and eat it too. She wanted the fame and attention and funds that come with being a royal but she wanted to control her image and the press and maintain her privacy when she wanted to.
