Definitely deal with the lip hair; leave it up to her about the legs. Kids crucify a girl with a mustache. I seriously doubt any of the people saying “oh don’t fall in line with the patriarchy” or whatever BS were hairy tweens. I was, and the lip was taken care of as soon as it emerged.

Do most 7th grade girls shave their legs?

My daughter and I both wax our upper lip. Dark hair, not blonde, but even if it was blonde it's a noticeable amount and we would wax - just our personal preference.

Hair trimmer. They have them in drug stores or places like Ulta. One brand is "flawless touch."

Much easier and more painless than chemical hair removers. The hair on my face is so sturdy that Nair can't touch it.
