You may actually benefit from focusing on lower body exercises with heavy weight and eating in a slight calorie surplus. In order to put on muscle you need to eat in a calorie surplus and gain some weight. If you lift heavy while eating in a surplus you will put on muscle and maybe a little fat. Nothing crazy, but if you eat a few hundred calories extra each day and lift you will put on muscle over time. Then you can go through a cutting phase to lose any fat you may have also put on.

Female here... I am not a body builder but I lift regularly and my body fat is in the low 16%s which is within or very close to the range of a female body builder. I have some minor cellulite on my upper thighs most of the time. There is only one way I have found to make it go away- walk twice a day for a total of 10-13 miles per day, every day, for a month or so. But this is incredibly time consuming so I don't do it often. I don't need to look perfect.
