This happened to my husband when we first moved to Maryland (long before Real ID requirements.) His mother sent him every birth related document he had, and none of them were accepted, and he eventually had to just order a new birth certificate. Maryland also gave him a hard time because his NY driver's license only had his middle initial, and they require the full middle name for legal proof.
