Does Iceland have a superior soccer culture that fueled the rapid growth and then success in a decade+ period? I'm not sure that's the case.

It's not the job of MLS to foster American talent...it's to make money as a league. Don't confuse MLS with USSF.
And American talent doesn't have to play in the MLS, which is why most of the best American talent is heading to Europe.
