If you look at Texas in the USNews rankings, you will see that it is one of the strongest schools when ranked across disciplines (engineering, business, education, graduate rankings, etc.) GT is more engineering specific (and it is great in engineering). For engineering across public schools, Texas is really only behind Berkeley, Georgia Tech, Michigan, and Illinois. It is far ahead of schools like UVA in Engineering disciplines.

Berkeley is great, but I think you make too much of what you consider to be differences with other universities and too much of rankings in general. Consider THE world rankings (a ranking skewed towards large research universities).

All excellent schools and not really that much difference between them.

These rankings are really all about research and graduate school prestige. It doesn't really speak to undergraduate experience. I lived in California for quite a while and have a lot of respect for Berkeley, but I can't say it seems like a great undergraduate choice for many students. Professors focus on research, publishing, and graduate students and their evaluations are based on that. Intro classes are large, often taught by graduate students who may not be good teachers. Counseling is spotty. After freshman year, your housing options can get challenging and remote. It can be difficult to get classes that are required. Undergraduates are more or less paying to fund research and graduate programs.
