It's a scam. Just like speed cameras.
The physical median between the lanes would be a deciding factor on whether or no the citation was lawful or not, dependent on state statute, of course.
If it's not a cement median, it doesn't count. I got a ticket on Leeburg Pike where buses definitely don't allow kids to cross to the opposite side because of heavy traffic and multiple lanes on both sides. There was a cement median, then a wide painted middle strip and back to a cement median. Because I passed in the painted section I was ticketed. I went to court, paid a fine, had the charge reduced and got no points because I had a good driving record. No matter how big the road is, if it's not a highway, assume you should stop.

The FBI agrees with you.

The guy bribed a public official, and not one in Montgomery County. That doesn’t make it OK to pass a stopped school bus in Montgomery County.

Four lane road (East Jefferson) plus a turning lane in the middle, I was in the far lane and sign started coming out just as I passed (I caught it out of the corner of my eye). In most states (including where I took drives ed) you don’t have to stop in that situation. In MD you do. I paid, but am still angry about it. I feel like a cop would have given a wRning at most in that situation but with cameras you are screwed. I’m normally all for strict school bus laws, but that situation was pretty ridiculous.

Maybe. Maybe the bus driver flashes yellow for the required distance or maybe she only does it for a few feet. There is a law about
when the yellow is to go on, but the bus driver has to follow that law.
