I get over 100 trick or treaters a year and most every house has kids, so this is a popular kid neighborhood for trick or treating.

You don't see the issue with young kids and preschoolers going to neighbor's houses on Halloween and not realizing that this guy has barbed wire everywhere? I'm sure his immediate neighbors know about him, but kids trick or treat from several streets away. Also, this is a block away from an elementary school that kids walk to.

What neighbor would give money for someone else to buy a fence? I would never in a million years do that and I would feel like a complete idiot asking for someone else to do so. However, I don't let my kids play on others' lawns.

Barbed wire is still there roped all over his yard.
I don’t understand how police can think this is legal and safe with Halloween coming up next week. How do we live in such a litigious area and this is allowed to go on for more than a month?

NP. When you live in a TH community this isn't a realistic expectation. Young kids run around, parents don't keep them on leashes like pets, and while parents must teach their kids to respect others property the fact is one kids mistake shouldn't land them in the hospital getting stitches.
I have barbed wire embedded in my front garden for the same reason. Kids who cut themselves have needed only a tetanus shot, not stitches.
