Hogan has been no friend to MoCo schools:
Maryland school rankings by Education Week have dropped every year since Hogan took office
Hogan repeatedly tried to cut funds for public schools but was thwarted by Democratic legislature
State commission reports Maryland schools underfunded by almost $3 billion
Hogan has increased taxpayer funds going to private, rather than public schools
Hogan vetoed a bill to add two teachers and a public school parent to the State Board of Education
But the article should have been filed under general politics.
If the original poster wanted to talk, specifically, about Hogan and schools they should have done so.
In the end, the fish rots from the head.

They're going to give "okay" or "certification" whatever you want to call it, to existing preschools and new preschools in whatever location they currently exist or new location they come up with. Then somehow pay the bill for the students attending. There will be no attempt to put pre-K in existing schools, which are already overcrowded.
Hogan has done nothing but cut funds to Montgomery County Public Schools. Our legislature have done what they can to bring some of the funds back, but Hogan, our "education Governor" is not what he claims.

What money should who yank from Montgomery County, for what?
Maybe they mean the Curriculum 2.0 stuff from MCPS. They decided to pay millions to create their own materials instead of just using existing materials like every other school system. Then, they paid a vendor to write the materials, and the vendor gets to keep those materials MCPS paid for and re-sell them at will. A bunch of 2.0 MCPS staff ended up going to work for the vendor for nice pay raises.
Here's a sort of summary of that mess:

Everybody knows about Curriculum 2.0, PP. MCPS paid for it. Again, who's going to yank which money from Montgomery County, for what?
Yes, everyone knows about the Curriculum 2.0 mess but someone else upthread was trying to blame Hogan for the dysfunction in MCPS. Which is just crazy because MCPS was 100% responsible for the Curriculum fiasco.
Maybe MCPS will end up like Philly, where the state takes over and improves the school district due to all the terrible mismanagement. Philly has gotten so much better with the addition of charter schools and more options for the kids.
The state is going to take over the strongest district in the state and a district that performs far better than the vast majority of districts nationwide?
MCPS has plenty of issues and maybe it has coaster based on demographics to a degree, something that is more difficult as demographics change, but some of the MCPS hatred here is just crazy.

Exactly.
Hogan didn't choose and implement crappy Curriculum 2.0 with error ridden worksheets and inadequate teacher training. That was MCPS and Erik Lang all the way.
MCPS is responsible for using funds for Chromebooks and Promethean boards all throughout the system instead of using the money for additional staff. MCPS is responsible for the horrendous number of sexual abuse cases over the past 5 years.
And, I place some blame on the County Council for supporting the over-development of Montgomery County, without planning for the increase in school facilities.
The money used for Chromebooks and Promethean boards couldn't be used for staff.
Okay. So that makes it okay?
That means it's silly to say that it should have been used for staff.
It was also silly for them to push Chromebooks into every classroom, without even having a plan in place to teach the kids typing. It was silly to push Chromebooks onto kids in grades K-2, instead of actually focusing on more 'hands on' learning. Some kids in K can barely hold a pencil or a crayon correctly, yet they're wasting time 'building cupcakes' on their Chromebooks. It was stupid to push Chromebooks into classrooms, but not supply headphones. We're at a Focus school, and about half of my DC's class doesn't have headphones. Yes, the teacher keeps some extra and some parents send in extra, but either they should have been provided, or they just should skip them for K. It was silly for MCPS to push the Chromebooks when they take FOREVER to load up, because K kids log out all the time, even when they're not supposed to.
So much wasted class time, and wasted energy on those damn Chromebooks. So much wasted money.
Sorry, but I don't blame Hogan for that nonsense.
