Its very hard to find anyone reliable for short-run, regular afternoon pickups and drop offs unless you pay top dollar, or if they drivers are related to you. Offer $30-40 each way.

It is most likely illegal. Most states do not allow a teen under a certain age to drive non-related minor children. Check your state laws.
